About the Conference
ILS’s 6th Annual Conference on Energy Arbitration and Dispute Resolution in the Middle East and Africa will take place on 27th and 28th June 2023. The event is organised in association with Herbert Smiths Freehills and will take place in person at their London office, and will examine the economic, geopolitical, technical and legal considerations driving energy disputes across the region. This year, a packed programme of eminent speakers will consider dispute avoidance in the context of the energy transition, and the impact of shifting political dynamics in the region on investor state arbitration.
Our keynote speaker this year is Lise Bosman, Executive Director of the International Council for Commercial Arbitration (ICCA) and Senior Legal Counsel at the Permanent Court of Arbitration (PCA). As with all previous editions, the conference will be directed by Brandon Malone, Barrister at Quadrant Chambers and Arbitrator with Arbitra International.

Lise Boseman, based at the Peace Palace in The Hague, is the Executive Director of International Council for Commercial Arbitration (ICCA) and Senior Legal Counsel at the Permanent Court of Arbitration (PCA). A leading voice in the field of international arbitration, Lise is widely published. Lise is the General Editor and contributing author to "Arbitration in Africa: a Practitioner's Guide" (Kluwer Law International, September 2021) and General Editor of ICCA's seven-volume loose-leaf "International Handbook on Commercial Arbitration" (Kluwer Law International, since 1984). Lise has extensive experience in international commercial arbitration; international investment law; investor-State arbitration; and State-State arbitration.
Craig leads the international arbitration group in London at Herbert Smith Freehills and is Head of their Energy group in the UK. Craig has extensive experience in litigation, expert determination and mediation with a particular focus on disputes in the energy, leisure, construction, engineering, defence and telecommunications industries. In the arbitration arena, he has acted as counsel, advocate and arbitrator in ad hoc proceedings and before major arbitral institutions, including the International Chamber of Commerce (ICC) and the London Court of International Arbitration (LCIA). Fluent in French and Arabic, Craig is frequently instructed in disputes arising from investments and transactions in the MEA region.
Brandon Malone is a barrister, advocate and international arbitrator and mediator with Ampersand Advocates in Edinburgh and with Quadrant Chambers, and Arbitra International, London. He is a panel arbitrator for many arbitral institutions including AAA/ICDR, SIAC, SCCA and CIETAC and has been appointed to deal with arbitrations under a variety of ad hoc and institutional rules as sole arbitrator, co-arbitrator and tribunal chair. He is also a FIDIC Certified Adjudicator.
Brandon was the founder and Chairman of the Scottish Arbitration Centre from 2011 to 2022. He is also a member the ICC UK Arbitration.
He is an Honorary Lecturer at the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee, and is a Co-Director, along with Professor Peter Cameron, of the International Centre for Energy Arbitration.
In addition to his practice is Edinburgh and London, Brandon is a Senior Legal Consultant with the specialist energy consultancy, HFI Consulting International, which has offices in Aberdeen and Dubai, and associate offices in India, Egypt, and Saudi Arabia. He has rights of audience before the DIFC Courts, Dubai.
Glenn has extensive experience as an advisor and expert witness in the global power and utilities, oil and gas, mining, manufacturing, water, chemical/petrochemical, transport, retail, and infrastructure sectors. His international arbitration work (commercial and investor-state) relates mostly to quantum in contract and construction disputes in the energy, infrastructure, and related sectors. As well as being a licensed engineer, Dr. George's professional career includes serving in positions of leadership, policymaking, and program management in the US government, in the areas of nuclear facility operations, congressional liaison, export controls, and defence procurement. In 2011, Glenn received the ANS Presidential Citation for his response to the Fukushima accident.
Yolanda is a partner at DWF's Construction and Infrastructure team and frequently provides project advice in relation to buildings and large-scale infrastructure projects in the UK and internationally, particularly in Africa. Yolanda regularly presents to various institutions at seminars and training workshops internationally and the UK. Recognised by Who's Who Legal and ranked as a "Future Leader in Construction", Yolanda is also a director of Africa Construction Law, a pan-African thought-leadership initiative operating across Africa and in the diaspora to promote construction law and practice in Africa.
Khawar is widely recognised as one of the world's leading advocates in the fields of International Arbitration, Commercial Litigation and Public International Law and has acted for, or against, more than 60 States including the USA, Russian Federation, Argentina, India and Kenya. Since 1999, Khawar was one of around 20 UK Government "A" Panel Treasury Counsel and had the highest level of UK Security Clearance, advising and representing UK authorities, such as the SFO and Ministry of Defence, on hundreds of matters including UN/EU/UK Sanctions. Khawar has undertaken dozens of arbitrations as Lead Counsel including ICSID, UNCITRAL, LCIA, ICC, SIAC matters.
Emilia is an independent arbitrator and a Professor of International Commercial Law at SOAS University of London where she teaches international commercial arbitration, international investment law and commercial law in a global context. She is qualified to practise law in Nigeria, as a Solicitor in England & Wales, and Fellow of Chartered Institute of Arbitrators. Emilia convenes the SOAS Arbitration in Africa conference series and leads the SOAS Arbitration in Africa biennial survey research project; she co-authored the African Promise and founded the Arbitration Fund for African Students (AFAS) a registered charitable organisation in England to support students with interest in arbitration. Emilia has experience as presiding, co and sole arbitrator, and acts as legal expert witness in international arbitration.
Sanjeev is a managing director and expert witness at FTI Consulting. His focus is on the quantification of damages and lost profits in the energy sector, including those arising from BIT arbitration, alleged misconduct, and breach of contract. Previous experiences include contributing to the preparation of expert reports before LCIA, UNCITRAL, PCA and SIAC Tribunals, including four matters with claimed quantum in excess of USD $1 billion. Sanjeev has over 20 years of sector experience spanning over 35 countries and has valued companies and assets across the energy sector value chain (including upstream, downstream, services and industrials). Sanjeev has oil and gas sector practical experience, having worked at ExxonMobil as a Chartered Engineer in both engineering and commercial roles.
Clarissa is Head of International Arbitration and a partner in the Commercial Litigation and Disputes group in the firm's London office, which was named "Arbitration Team of the Year" at the British Legal Awards 2022. Clarissa has extensive experience (private practice and in-house) of regulatory investigations and claims relating to private equity structures, fee agreements, shareholder agreements, failed joint ventures and contractual disputes. Clarissa has been listed as a leading lawyer for the UK in 2017, 2018 and 2019 in Who's Who Legal and listed in the 8th and 9th editions of the Expert Guides Women in Business Law as one of 9 litigation experts for the UK.
Paul is a leading independent international arbitrator and mediator with over 27 years of litigation experience. Prior to becoming a full-time neutral, Paul was a civil and commercial barrister but also spent time as a CEO and Director for a number of international businesses including international freight and transportation where his focus recently has been on energy transition and ESG issues. His unique commercial background means he is well placed to accept appointments in the sectors of Marine, Shipping & Superyachts; Transport & Freight; Construction, Engineering & Infrastructure; Commercial Dispute Resolution; Energy & Natural Resources; and Banking, Finance & Fintech. Named by WWL as a Global Leader in mediation, Paul was also appointed as a chairperson to the European Commission arbitration panel for EU trade disputes.
Jide is a partner that specialises in complex cross border international arbitration and litigation. His practice covers a broad range of sectors including various aspects of energy, banking, commodities. In these sectors, he has undertaken arbitrations and litigations arising out of petroleum agreements, share and asset purchase agreements and shareholder disputes. Born and raised in Nigeria, Jide has particular valuable insight in African disputes and is frequently involved in disputes of economic and strategic importance across Africa, including in Nigeria, Kenya and Zambia. He has been recognised by the Legal 500 as a "next generation partner" and is on the panel of arbitrators of the Arbitration Foundation of South Africa.
Değer practices in energy, infrastructure, climate change and arbitration matters and has frequently acted as an arbitrator in disputes. Taking on an active role in environment protection, Deger regularly lectures and speaks on climate change and sustainability matters. She is a member of the Advisory Board of the Center for Energy and Sustainable Development (CESD) of Kadir Has University and a Board Member in the Carbon Footprint and Sustainability Association. Değer is listed in the Legal 500, Chambers & Partners, IFLR 1000 and Who's Who Legal as a leading individual for her energy and natural resources' practices. She is Chair of the Energy Commission of Istanbul Arbitration Center (ISTAC).
Lawrence is the Registrar/Chief Executive of the Nairobi Centre for International Arbitration. He is an arbitrator and accredited mediator and has previously served as Chief State Counsel (Head of Commercial Litigation & Arbitration). Lawrence was a Member of Kenya's representatives to the UNCITRAL Working Group II Arbitration & Conciliation and Working Group III Online Dispute Resolution. He has handled high profile, complex litigation, arbitration, and international investor-state disputes under the ICC, UNCITRAL and ICSID rules. Lawrence is a Certified Public Secretary and a Research fellow of the East China University of Politics and Law.
Daniel is the Managing Director of DAC Consulting Services worldwide and is a Chartered Engineer in the United Kingdom. Daniel has extensive experience as a Senior Forensic Engineer, as a Technical Expert, and as a Scheduling Expert (Forensic Delay and Disruption Analysis), with a wide range of expertise within the Construction sector. Similarly, Daniel has been appointed on several occasions as a Coordinating Expert, leading complex construction disputes by managing different commercial and technical disciplines. Daniel has acted as an expert witness in various jurisdictions and has given evidence before arbitral tribunals (including ICC, LCIA, DIAC) and in High Court (UK).
Steven is a partner in Wilmer Cutler Pickering Hale and Dorr LLP's international arbitration and dispute resolution group. He has acted as counsel in both institutional and ad hoc arbitration proceedings, involving the laws of jurisdictions in Europe, Asia, Africa, South America, and the US, as well as disputes under bilateral and regional treaties. He has appeared as counsel in regional and other international courts, and has assisted in drafting arbitration legislation. He also serves as an arbitrator and is a member of the LCIA Court and the GIAC Advisory Council. A Professor of Practice at SOAS University of London, Steven also writes frequently on international dispute resolution issues, and his publications include "A Practical Guide to International Commercial Arbitration: Assessment, Planning and Strategy" and "Energy Arbitration in Africa" in The Middle Eastern and African Arbitration Review.
James has decades of experience across shipbuilding, offshore construction and energy disputes, almost all of it gained in arbitration. In addition to his work as counsel, he is increasingly appointed as arbitrator, particularly under LCIA, ICC and NAI rules. Fluent in Dutch and German, he is one of very few non-Dutch lawyers on the NAI and UNUM lists of arbitrators and is also on the arbitrator panels of the Asian and Shanghai International Arbitration Centres.
Luis M. Martinez is Vice President of the International Centre for Dispute Resolution, (ICDR) the international division of the American Arbitration Association, (AAA) and is an Honorary President of the Inter-American Commercial Arbitration Commission, (IACAC). Luis M. Martinez as the Vice President of the ICDR located in New York serves as an integral part of the ICDR's international strategy team and is responsible for international arbitration and mediation business development for the East Coast of the United States (from Maine to Florida), Central and South America, the Caribbean, EU and UK. Mr. Martinez is also responsible for case administration of international cases out of the AAA-ICDR's Miami office. Mr. Martinez joined the AAA in 1996 as the first attorney hired to staff the newly created ICDR and later served as the ICDR's first director. Mr. Martinez worked as the Vice President responsible for the ICDR's international administrative services and prior to that held the position of a staff attorney for the AAA's Office of the General Counsel before assuming his current position.
Daniel is a highly experienced forensic accountant and serves as the Head of Arbitration at Grant Thornton, based in the United Kingdom. With over 20 years of accounting experience, he has dedicated the past 15 years to specialising in forensic accounting services for commercial disputes and financial investigations. Daniel has established a strong reputation for delivering top-quality forensic engagements. He frequently acts as an expert witness, providing valuable insights in various matters such as transactional disputes, valuations, commercial transactions, breach of contract, professional negligence, and loss of profits. He has prepared expert witness reports under the rules of multiple court and arbitral proceedings, including ICC (International Chamber of Commerce), LCIA (London Court of International Arbitration), UNCITRAL (United Nations Commission on International Trade Law), DIAC (Dubai International Arbitration Centre), and JCAA (Japan Commercial Arbitration Association). Additionally, Daniel has been appointed as an expert in determinations and has provided support in mediation processes.
Michael Patchett-Joyce is an international barrister, arbitrator, and mediator at The 36 Group in London. Michael's practice covers a wide range of complex commercial work, including commercial litigation, international commercial arbitration, indirect taxation, and cyber and digital regulation. He has been instructed in cases at every level of the courts and tribunals hierarchy in England and Wales and has acted in cases before the European Court in Luxembourg.
Cherine Ghali is Fellow of the Chartered Institute of Arbitrators and focuses on arbitration and alternative dispute resolution. She is admitted to practice as a solicitor in England and Wales, an Attorney in the State of New York and also has Higher Rights of Audience (Civil Advocacy) in England and Wales. She has worked with leading UK and US law firms in London and Paris, and has extensive experience in the Middle East working with and advising government and private companies on some of the most complex finance and development projects in the region and internationally. She currently has her own practice in the UAE - Ghali & Co and accepts arbitrator appointments.
Charlie is an international arbitration lawyer specialising in energy and technology disputes. He helps clients to resolve complex international disputes across a range of jurisdictions, with a particular focus on Africa. Charlie advises energy and technology companies on a wide range of commercial disputes, including cross-border disputes, fraud claims, and post-M&A, joint venture, and shareholder disputes. Charlie's recent experience includes advising global technology companies, digital assets companies, energy majors, and cryptoasset companies in high-value and complex disputes.
He is one of the world's leading authorities on energy law. He is a barrister (England & Wales, arbitrator, and currently Professor of International Energy Law and Director of the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee in Scotland. Peter has a distinguished career in arbitration, serving as an arbitrator in various international dispute settlement bodies, such as ICSID (International Centre for Settlement of Investment Disputes) and ICC (International Chamber of Commerce). He has also provided extensive expert witness testimony for over 15 years before SIAC (Singapore International Arbitration Centre), ICC, LCIA (London Court of International Arbitration), and SCC (Stockholm Chamber of Commerce). Peter is a prolific author, with notable works including the book "International Energy Investment Law: The Pursuit of Stability" (second edition, 2021). He holds the position of editor-in-chief for the journal "Global Energy Law and Sustainability" published by Edinburgh University Press.
Jamie is Senior Counsel at Albertson Solicitors, Fellow and Director of Studies in Law at Wolfson College, Cambridge, Fellow of the Lauterpacht Centre for International Law, and a Consultant at Isolas LLP (Gibraltar's oldest law firm). He is a general international lawyer who acts for governments, corporations and individuals on a wide range of advisory and contentious matters. He is the author or editor of several works on international law in leading book series and journals. He has a PhD in international law from Cambridge.
Lindy Patterson KC is a highly regarded full-time independent arbitrator, dispute board member, and adjudicator associated with 39 Essex Chambers. She is widely recognized as a leading arbitrator for complex disputes in the infrastructure, energy, and construction sectors, handling cases under both civil and common law systems. Lindy holds the designation of chartered arbitrator and honorary fellow of RICS (Royal Institution of Chartered Surveyors) and CICES (Chartered Institute of Civil Engineering Surveyors).In addition to her expertise in infrastructure, energy, and construction, Lindy also arbitrates in general commercial contracts and real estate disputes. She operates across multiple jurisdictions, including both civil and common law systems, and handles cases governed by various laws. Gillian Carmichael Lemaire is an experienced international disputes practitioner who has transitioned into a role as a mediator and arbitrator. With over 35 years of practice as counsel, she brings a wealth of expertise to her current position. Gillian is recognized as a Fellow of the Chartered Institute of Arbitrators and holds multiple accreditations in mediation. She is qualified as a member of both the Paris Bar and as a solicitor in Scotland.Gillian's work encompasses a broad range of cases, including private and public international law matters. Dr. Victoria is a lawyer and an expert in Energy and Mining. She holds a PhD in International Energy Law and Policy. As the CEO of Nalule Energy & Minerals Consultants (NEM Energy), she brings extensive experience working on global projects. Dr. Victoria is also an Energy & Natural Resources Law Lecturer at the University of Bradford, UK. She serves as an Arbitrator at the Energy Disputes Arbitration Center (EDAC) in Turkey and is a committee member at the International Law Association (ILA).Victoria is a prolific author with seven books to her name, covering subjects such as oil, gas, renewable energy, climate change, mining, and International Arbitration. She is also the lead editor for a Palgrave project that focuses on 'International Arbitration in the African Energy and Mining Sectors', serving as a living reference book.
Asel El Housan is a Civil Engineer and a veteran of the international construction industry with more than twenty-seven years of experience in the construction field. She is the founder and the Managing Director of AEH Consultancy. She is an arbitrator and expert witness. Her experience ranges in between many countries including UAE, UK, Qatar, Saudi Arabia, Algeria, Jordan, Syria, Lebanon, Thailand, and Nepal. Asel is a FIDIC affiliate member and certified trainer, she is also a member of many associations like DRBF, Chartered Institute of Arbitrators, Society of Construction Law, Adjudication Society, and Scottish arbitration centre.
Martin has worked for RICS over 30 years, and he specialises in alternative dispute resolution (ADR). His current role is to work with government and industry bodies in the UK and globally to design and implement sensible and cost-effective ways for people and businesses to avoid and manage disputes concerning land, property and construction. Martin has been involved in projects to design tailored ADR solutions for a wide range of sectors, including CPO, commercial property, planning and development and construction. He is working with government officials, RICS members and other sector professionals in Canada, China, India and the Middle East on the development of conflict avoidance and management measures for the construction and engineering sector. Martin currently represents RICS on the pan-industry Conflict Avoidance Coalition, which is comprised of senior directors drawn from leading professional and industry bodies.
Laurence is a Partner in Herbert Smith Freehills' International Arbitration team in Paris. Doctor in Law, Laurence has over 15 years of experience both in international commercial arbitration and in investment arbitrations (she has acted as counsel, for example in ICC, UNCITRAL, CIRDI, AFA, and SCC arbitrations as well as ad hoc arbitrations). More specifically, she often advises on energy, construction, corporate and distribution arbitrations. She advises States and investors regarding investment arbitrations, with a particular focus on Africa. Laurence also acts as an arbitrator and appears before French Courts, both in international private law disputes and in cases arising from arbitration (i.e. jurisdictional issues, enforcement proceedings, and proceedings aiming to set aside arbitral awards).
Kirtan is a Singapore, English and NY qualified commercial disputes lawyer with a specialism in international arbitration. She has been recognised as a Future Leader in Arbitration by Who's Who Legal and as a Rising Star in International Arbitration by the Legal 500 directory. She practised in Singapore for a number of years before moving to London. Her experience includes disputes across a number of industry sectors, including finance, energy, automobile manufacturing, hotel management and shipping. She has acted in disputes relating to Asia, Europe, the Middle East and Africa under a range of arbitral rules, including the LCIA, ICC, SIAC, SCMA, DIAC, UNCITRAL and ICSID, as well as before the English Commercial Courts.

Duncan is a barrister and a partner and head of the international arbitration team at Howard Kennedy in London. He acts as counsel in arbitration proceedings and in international litigation. He specialises in disputes relating to energy contracts, largely in the oil & gas and power sectors. He has worked on some of the most important cases concerning African jurisdictions in recent years, including acting for states and in multi-billion dollar court proceedings. Duncan is also a Fellow of the Chartered Institute of Arbitrators and sits as arbitrator in selected cases. He is a member of the ICC UK Arbitration Committee, and the acting Registrar of the Scottish Arbitration Centre.

Ahmed Abdel-Hakam is a Solicitor-Advocate (Civil and Criminal Higher Rights of Audience) before the Higher Courts of England & Wales, and a French Avocat (Avocat au Barreau de Paris).
Ahmed has experience in investment and commercial arbitration proceedings under the rules of all the major arbitral institutions, dealing with disputes covering a broad range of sectors, with a focus on energy and natural resources. A significant part of Ahmed's work is focused on Africa and the Middle East, in cases which raise complex questions of international law such as exploitation of natural resources in disputed territories, the status of private and public property following state secession, and the impact of civil unrest/war over the operation of energy and construction projects.
Ahmed also has an extensive practice in non-contentious and advisory work for clients around the world. He regularly advises on structuring and restructuring of investments and complex issues such as: the consequences of civil war on a State's rights and obligations towards foreign investors and legal issues arising from the existence of competing governments, and on specific issues such as pipeline transit and transportation regimes and related international law issues arising from state dislocation.
Prior to founding Loucif + Co, Rym Loucif practiced with American law firms in Paris (Willkie Farr and Gibson Dunn), as well as French law firms based in Algiers (Gide and LPA-CGR Avocats).
RymLoucif has acquired a renowned expertise in Algerian business law advising mostly foreign investors regarding their investments and activities in the country and focuses on cross-border mergers, acquisitions, establishment of joint-ventures and in matters related to competition law, on behalf of leading international groups. Rym also contributes as an expert to the OECD in the context of the EU-OECD Program on Promoting Investment in the Mediterranean, aiming to strengthen investments into and within the Mediterranean region.
Tarek is a Libyan attorney (registered with the Libyan Bar Association), New York attorney (registered with the New York State Bar) and a Solicitor of the Senior Courts of England and Wales. Formerly a Partner at Hogan Lovells International LLP, Tarek is the founder of Eltumi & Co, an international energy and infrastructure law firm specialising in Libyan matters. Through its offices in Tripoli and London, Eltumi & Co advises on a wide range of contentious and non-contentious Libyan law matters relating to upstream and downstream energy contracts, power generation and renewable energy projects and construction and engineering matters. Tarek has significant experience advising on the structuring, negotiation and documentation of major projects and transactions in these areas, and regularly acts for major international oil companies, renewable energy investors and international contractors. Tarek has advised on a number of major disputes in the Libyan market, and is Libyan counsel and Libyan expert witness appearing before arbitral tribunals and courts around the world.
